Olamide Samuel joined global experts in Oslo to explore practical strategies for managing nuclear risks in the evolving “Third Nuclear Age.” His contribution outlined a layered framework that empowers smaller coalitions to reduce tensions and reinforce stability between nuclear powers.

On 25-26 September, Olamide Samuel joined the Nobel Peace Center Symposium in Oslo on “Managing the Challenges of the Third Nuclear Age" and contributed a chapter proposing a concentric approach to nuclear escalation management. Within this approach, minilateral coalitions (including NNWS) were proposed as necessary actors to mitigate nuclear risks at the lower rungs of tension, while supporting and preserving robust bilateral channels between nuclear rivals for the highest-stakes moments at the brink. This framework draws on historical crisis behaviour and recent governance gaps (e.g., when universal forums stall) to show how layered engagement creates practical off-ramps and strengthens norms aligned with ONN’s mission of risk reduction through analysis and principled engagement. The symposium convened ~15 experts and will culminate in an edited volume led by Prof. Andrew Futter; participants were invited to submit 5,000–6,000-word papers for refinement post-meeting.
