Marcy R. Fowler

Deputy Director, Associate Director for Research and Analysis

Marcy R. Fowler is Deputy Director and Associate Director for Research and Analysis at the Open Nuclear Network, a PAX sapiens Programme. As Deputy Director, she helps shape ONN’s strategic direction, operational priorities, institutional development, partnerships, cross-office coordination and external engagement in support of nuclear risk reduction. She also leads ONN’s Office for Research and Analysis, ensuring that ONN’s research is analytically rigorous, policy-relevant, and aligned with its mission to reduce the risk that nuclear weapons are used.

Marcy is an expert in using information analysis to understand issues of international security, strategic stability, nuclear non-proliferation, arms control, disarmament, safeguards, and treaty verification. Her regional expertise is in the states of the former Soviet Union. She has extensive experience translating complex information environments into policy-relevant analysis and practical technical interventions to reduce nuclear risk and support verification.

Before joining ONN, Marcy spent nearly a decade at the International Atomic Energy Agency as an open-source, trade, and multimedia information analyst and designated inspector. At the IAEA, she contributed to State evaluation, led analysis of complex nuclear fuel cycle-related information in the context of States’ legal obligations, and supported, planned, and performed information-driven in-field verification activities. She also helped strengthen analytical systems, processes, and teams, including by serving as product owner for two IAEA analytical systems: the Safeguards Multimedia Project and TARS, the Technical Assistance Review System. In these roles, she worked with developers from concept through deployment, documentation, and analyst training.

Marcy has also worked on nuclear policy and information analysis with international non-profit organizations, think tanks, the US government, and US national laboratories. Before entering the nuclear policy field, she worked for a private technology firm as a web developer and technology trainer, experience that continues to inform her work at the intersection of analysis, user workflows, and technical implementation.

Marcy holds a Bachelor of Arts in political science and Slavic languages and literatures, with a focus on Russian, from the University of Kansas, and a Master of International Affairs from Columbia University’s School of International and Public Affairs, where she concentrated in international security policy.
